A plain-English guide to the observation codes on an electrical installation condition report and what each one means for landlords.

C1 — Danger present, risk of injury
A C1 means there is immediate danger, such as exposed live conductors or a scorched, live accessory. The inspector will usually make it safe before leaving — isolating the circuit or replacing the part — with your permission. A C1 makes the report unsatisfactory.
C2 — Potentially dangerous
A C2 is not immediately dangerous but could become so if a fault occurred. It also makes the report unsatisfactory. Common C2s include:
- No RCD protection for sockets likely to supply outdoor equipment
- Inadequate main earthing or protective bonding
- Plastic consumer unit under a wooden staircase or escape route
- Damaged cable insulation or missing accessory covers
C3 — Improvement recommended
A C3 is a recommendation, not a failure. The installation does not meet the current edition of the regulations but is not considered dangerous — for example, older but sound wiring colours. Landlords are not legally required to act on C3s, though fixing them can prevent future C2s.
FI — Further investigation required without delay
FI means the inspector found something that could not be fully assessed during the inspection, such as a circuit that could not be traced. Like C1 and C2, an FI makes the report unsatisfactory and must be investigated within 28 days.
What to do with an unsatisfactory report
Arrange the remedial work within 28 days (or sooner if specified), then send the tenant and the council written confirmation within 28 days of completion. Our reports come with a fixed remedial quote so you can approve the work straight away.
Frequently asked questions
Does a C3 code mean my EICR has failed?
No. Reports with only C3 observations are satisfactory. C3s are recommendations for improvement.
Can I get a satisfactory EICR on the same day?
If the faults are minor, our engineers can often fix them during the visit so the final report is satisfactory.
